Look under the hood to see if there is a condensor and AC compressor.

The new style VW condensers don't use a clutch to engage/disengage, therefore no button/switch to turn it on. It's always running. If no cold air is coming out when you turn it to full cold, then you need to check your refrigerant pressure, radiator fans and /or condensor function. If pressure is too low, no cold air. If pressure is too high (on the "low" side) due to overfilling, it may actually damage the compressor. If your fans are not BOTH running, it may eventually damage your compressor. If the pressure is too high but not overfilled, it may indicate your compressor is already damaged and not working.
