Is there a ignition fuse or relay I can't see?

Ok, Here is the deal. My daughter was driving the bug and when she went to shift the
car just died and the battery went dead by the time the tow truck got to our house. 20
mins.
I took the battery and had it tested and it was bad. (grounded cell) I installed a new
battery and now the car will not start at all. It jumps once in awhile like it might start
but it doesn't. The engine turns over and sounds free but it won't start. Any Ideals???

may be the alternator, once running a car will run without a battery,its just for starting and stabilizing voltage
