how to replace fuel pump? Does pump need to be clocked before lining up arrow?

Solved my problem inadvertidly. Removed pump to see if it needed to be installed differently.(clocked, that's installed say @ 10:00 and turned to 1:00 ) I though it wasn;t clearing a side of thr tank.(the float) Removed pump but clocking was not needed. So I checked the pot. connected to the float(Adjustable resistor) reading were good. Confused I re-installed it to move the car instead of pushing it. This is when the gas gauge suddenly decided it was going to play fair. This was my problem from the start. I thought I messed up the install but even though connections were checked it was a connection problem.
