No power lock or power windows but dash lights come on

I have a 1999 Volkswagen Passat it started one
morning then I shut it off and went to leave and it
would not crank over. Dash lights come on but no
power to the windows or power lock. Charged the
battery and tried to have it jumped and still didn't
work. Checked the fuses and they r all ok. What
could be the issue.

check all fuses including those under the hood. there is a panel box usually in the right side of the car. if you checked them all, might be the starter.

Same problem on my 03 passat i put starter in and changed spark plugs still didnt crank. My radio works as well as my headlights flashers dash lights etc. No power to my windows or my door locks and no interior dome lights. I put an alternator in maybe 3 months ago (refurbished still under 6month warranty) battery is charged even attempted jumping it off after i replaced the starter with no success. Could it be a relay or maybe even my fob keys need to be replaced? Someone please help me get this figured out its driving me crazy not having my car running.
