2006 Volkswagen Passat will turn but won't crank new computer box

I just bought a 2006 Volkswagen Passat owner
says that it had computer changed over fuel
pumps lines alternator starter everything redone I
don't know if he had the computer program does it
need to be programmed? it is starting over but not
cranking up when insert key but key won't come
out sometime

sounds to me like a cylinder issue. it was a very popular issue with the volkswagons. tho one of the things i would ask is when they changed the computer was the keys recoded to the car ?
