06 Passat oil on spark plug of cylinder 1

Car was running like a plug fouled out.  Went to change
plug and found oil on end of cylinder 1 plug.  What does
this mean?  Valve cover gasket?

It means the #1 cylinder is using oil, either piston rings or valve guides
