Winter heat

1990 Vanagon, 200k miles, runs great. Always had poor winter heat from front and rear heaters. Heat gauge pointer moves around but does not come off bottom mark. Thermostat changed twice in 15 years, never did correct problem. Summer heat normal, 1/3 to 1/2 of heat gauge.  Anyone with any ideas??  Tnx.   Tony

Do you think insulating the heater hoses would increase the heater core temperature? Do the hoses run inside or outside the cabin.?
