1994 mazda mx3 wont start after fuel pump replacement

I have a Mazda mx3 that ran fine until the fuel pump was replaced. Stopped pumping. Checked it  with 12 volts. Changed the fuel pump and its pumping but the car will no longer start. I removed the hose coming out on the fuel filter and its getting fuel at least that far. The engine however doesnt seem to be getting fuel. I am at a loss at this point.

Check the fuel pressure regulator.
