First check the fuse in the passenger compartment fuse box. It is fuse #5 and it's two amps. Now locate the under the hood fuse box. Check full size relays #R5 and #R8. If you have the four cylinder engine, the relays rating will be 40 amps, If you have the six cylinder engine, the relays will be 50 amps. Now look for smaller square relays #22 and # 24. Check those too. It's hard to believe the fans run on all that but one or more must be failing. There is no easy test for relays. I would buy one large and one small and swap them around till the fans run. Remember, the engine has to be pretty warm for the fans to kick on when it's fixed. And if that doesn't work, you may have a bad temp sensor/controller that isn't turning the fans on.
