Audi A6 steering wheel is hard to turn when at full stop.

My 2006 Audi A6 steering when is very hard to turn when
at full stop. It gets better when I step on the gas pedal. I
ideally put the car on N then step on the gas pedal, and
that's when it gets easy but not very smooth as before. I
have change the power pomp as the rack and pinion, but
the same thing is happening. I don't hear any noise from
the power or anything. Please help me.

Check the belt wear and tension. Also the steering fluid level. Does it happen all the time or when cold? Also did you replace the pump with a new one or used?
