97 2.2 dashboard goes crazy and low voltage in vehicle

i have replaced the battery and the alternator. the alternator & battery read 14+ and
all the dashboard lights are on. when i turn on my headlights they are low & also
when i turn on the heater its like its on low when i have it on high... it just happened
about two weeks ago when my battery died...
