2007 toyota avalon, when I first start the car, the console controls for all the AC does not work, no matter which button I push, nothing turns on, only the front windshield defogger button blinks, then after about a minute, it stops blinking and I can turn on the AC, or the review winder defogger. It works fine then. just that weird 1 minute delay?

I have a 2007 Toyota Avalon and the AC light is blinking and it is blowing hot air. I have replacwd the CLT relay on the vehicle but it did not solve the problem. Any idea on what may be wrong.
