Have a 1996 cavalier 2.2l 2dr im working on for a friend.
They had a starter put in it. Car ran and drove fine before
hand. Now, car will start but all the lights on the gauge
cluster flash at us, brake and abs light stay on all the time,
and car has no brakes. We think we know what it is. Any
ideas of what it may be? Thanks

It sounds to me like an electrical issue and that the starter may not have installed properly (grounded), this can cause instrument cluster failure, as well as the "dummy" lights flashing on and off. I would go back through the steps of reconnecting the new starter! Best of luck!
