GM passlock 2 system

Ok so I have a 1996 cavalier z24 and the theft light stays on
solid. I have tried the 10 minute relearn and the 15 minute
relearn procedure and it will not turn off. I have replaced the
cam sensor and the passlock system on the ignition
cylinder due to the old one being damaged. I have also
replaced the oil pressure switch. From what I can tell the
computer is not allowing the fuel injectors to work, it will
crank but not start and I can hear the fuel pump working. I
need some help in trying to fix this, it originally went off
when I disconnected the battery due to an after market
anitheft system that was in the car, which is no longer in
the car. Also note the car is a manual.

If you have the resistor pellet in the key (black pellet with a metal piece in it) you can measure the resistance with an ohm meter and then buy and install a resistor into the VATS wires on the column. That will make it so that you won't need to have a resistor pellet type key to start the vehicle. If it's locked out, you will still need to do the 15 minute reset you referred to.
