what would cause a fuel hydro lock to bank 1 of my 1996 5.7

my van died while driving at low speed. it would not restart. towed it home and tried to crank it over but it barley turned and locked up. waited 30 minutes the same. kept trying till I burned out the starter. I was told it was a hydro lock and pull the spark plugs to purge the engine. I took out the plugs and it turned over fine without locking up. except we noticed only fuel coming out of bank 1. nothing from bank 2. first thing we did is change out the coil after replacing the starter.

The fuel injector on the hydrolocked cylinder is sticking open and leaking off when the engine is not running. This can fill the cylinder with fuel causing hydrolock and serious issues. You need to determine which fuel injector is defective.
