If you do a fuel pressure bleed down test you will probably find either the injectors, spider lines, or regulator are leaking. You build up pressure and it should not drop more that 5 lbs. in 3 minutes. The 4.3 is notorious for a bad regulator. Unfortunately it is recommended to replace all three, injectors, spider lines, & regulator as a unit and it is expensive. You can replace what is necessary but usually have problems within 6 months time.
