My car is making a weird noise while driving sort of like a bobbling noise and I can feel it in the steering wheel. What could this be??

Did you mean bubbling? Not sure what bobbling noise is. If so sounds like cooling system issue. Could be head/gasket. Could also be air in cooling system.

Make sure your coolant reservoir is full. Air in the system will mark noises in the heater core.
