Possible clock spring? 07 Sebring

I bought a 2007 Sebring Limited, and it has a few issues, which I think can be
tied to one.  Would it be possible that a bad clock spring would be responsible
for my windshield wipers not working, cruise control not working, volume
controls on the steering wheel not working, and the airbag light stays on.  I
have thought this could be a clock spring, am I in the right line of thinking?

Thank you! I am trying to figure out the wipers at the moment. I checked the fuses and they are good. I just don't know how else to check. The fluid motor works, but the wipers will not move.

I have here an 07 CHRYSLER SEBRING AND the airbag light is on and change all sensors from my other SEBRING and makes no difference and now I will check the clock spring but I can't take the steering wheel of . I took the bolt out and I can pull it a half of n inch and then it feels like there most be a snap ring or something that holds it ? Can someone tell me about that????
