car won't turn over and start unless hooked to jumpers.

I have an 89 Saturn Sl2 and it won't start
unless it's hooked to jumpers. The battery is
fully charged but still needs the jump. Could
this be a fuseable link issue?

That doesn't really make sense. if the battery is fully charged then it should start the car. just because the batter reads 12v. doesn't mean it is good. charge it up fully and have a load test done on it. some auto parts stores will do this for you for free. The load test proves if the battery is good enough.
