Possibly. If the purge valve is stuck open, it's un-metered air getting in to intake. Even more fuel also..... sucking from tank. The valve is only supposed to be open for a very short time after re-fueling. Click for full screen

Are you referring to a high idle condition cuz I had a 2001 Saturn sc2 and the idle control sensor was bad and it would go up and down with the idle it go real low almost wanted to die and It would go high and then stay at hi for a while etc it could be an idle control Sensor which is on the throttle body?
