1995 tahoe 350 tbi wont start while cold unless throttle is barely pushed

New parts within 1 year: temperature sensor, fuel
pump, fuel pump relay and harness, throttle
position sensor, idle air control sensor, fuel
regulator, fuel filter, distributor and all components
inside it, egr valve, plugs, and wires. It will start but
not crank when its been sitting a while. If i barely
set my foot on the gas it will start and idle fine
even when i take my foot off the gas right after.
Drives fine also even after its started. Just the
cranking and starting problem. This is very
annoying and would like to fix this but i need some
ideas.

maybe one of the new parts is defective , look for a good motor to chassis ground

scan for codes , probably have to jump two terminals and watch the dash for flashes
The grounds are good to go. I have probed what i can of the new parts with a DMM and readings seem to be good. I will check the obd1 terminal with a jumper although there are no cel..
Came up with 1 code. Idle Air Control Valve. But update on the cranking. Without touching the gas, i have learned it will act like it want to start, then die off, act like it wants to start, then die off, then start up and idle fine. Its like i have to keep the key turned over enough for it to do all this with one crank if that makes sense

spray some carb cleaner down the throttle , look for any loose/broken vacuum lines , pour some gas down the throttle see if it fires up , I would see how fuel pressure holds up , does the fuel pump have a good ground ? And this only happens when it's cold ? Not going to warm up any time soon here
Found the issue. It was the vacuum line to the MAP sensor. Replaced it and it cranks perfectly fine. Also replaced the iac cause it was stuck in the out position as well
