I have a 2007 dodge Dakota V8, when I start it, it idles up and down 5-10 times in about a 30 sec period before it stops at a normal idle... Is this normal?

No, check and clean your throttle body with a good cleaner like CRC, and injector cleaner to your tank and change the fuel filter...
