My battery ran down and I have been advised that the computer needs to reset
before my car will pass inspection. We have driven the car over 100 miles but
the catalyst and evap system won't pass inspection.

For inspection needs you may need to drive about twice what you have already done. Next time use an electrical system maintainer if your battery will not hold a charge long enough to prevent complete discharge.

the monitors have to clear after going through drive cycles , if a code comes up and you erase it you have to start all over , in the vampire state you're allowed one incomplete monitor
