Whining noise after head gasket replacement on Subaru Impreza 2007

I recently got the head gasket replaced on my
Subaru Impreza 2007 Sedan. As soon as I picked
to the car from the mechanic, I started hearing a
whining noise from the front of the car. I took it
back to him, and he now tells me that the power
steering hose needs to be replaced. Description of
the whining noise

1. Happens when the car is cold (in the morning) or
when I'm driving in the city or traffic. Basically, at
low speeds and when I'm accelerating.

2. On the highways, when cruising, I barely hear it.
Seems like once the car reaches a smooth drive,
the nose disappears.

3. To rule out any transmission issues, I put the car
in neutral, and Rev the engine. I can hear the whine
even then, leading me to believe that it's not
transmission related

4. I hear the whine when making turns as well,
though I haven't experienced any steering issues

My questions are
1. Is it possible that the mechanic messed up
when assembling my engine?
2. How common of a problem is this?

Sounds like the mechanic could be correct ,,,but get a second opinion because the belts were all removed to pull the head off to install a new head gasket BTW that repair should not be that expensive

Yes it sounds like the power steering pump, and they do whine, it is especially common on Fords. And no, I don't think the mechanic screwed up. It is possible replacing the hoses may take care of it, I'm not too sure, but it is possible it could if there is a restriction in the hoses, may be breaking down internally.

Nope, nope, nope. Subaru attaches the ps pump's top inlet hose with an offset 10mm screw that is supposed to keep the port tightly attached. What happens is that the thin rubber 0-ring inside shrinks and triangulates from age, leaking air INTO the system as it's not held quite tightly enough...especially after reassembly after removal to perform HG job. Remedy is really simple: remove the top hose, pick out the old black or-ring, then get thee down to a decent hardware store and chase a new slightly larger o-ring that will seal nicely when squished down by that singular attachment screw. Then add ps fluid (or atf) to the reservoir and statically turn a couple of figure- 8's with the wheel to squeeze out residual air in the system. It' may take you a couple of driving sessions to completely purge fully. You'll know when you're done when the whining disappears when the wheel is gently locked in either direction, and motion is stutter-free. If you SQUEALING then simply tighten the ps belt itself 3 full turns on its 12mm top-adjusting bolt (after loosening its front-mounted 12mm lock bolt). Easy peasy....
