The miles I have driven stay the same the check engine light came on and it says P1698 code

The code is for the following. - Faulty Engine control Module (ECM) - Engine control Module(ECM) harness is open or shorted - Engine control Module (ECM) circuit poor electrical connection - Low battery voltage I would start by checking the computer make sure it is in there safely and also check your battery level.

Speedo head is junk get a used one and have it flashed as it is the body control module

Oh ok but the cluster won't have anything to do with the van not being able to go faster the 40 mph would it?

On the town and country yes as it is part of the tcm/ecm

Van is stuck in first gear 40 mph max. Scatter will follow if pushed faster
