If I want color shift Halo rings and HIDs will i have to get a new headlight

not for the HIDs, but you do for the halo rings.

Not necessarily you need to open up the headlight assembly, just make sure if your headlights are equipped with auto leveling or manual leveling, the halo rings are not effecting the movement of the lights.
