2007 grand caravan will not make it past 40 MPH, it feels like it is not getting gas. If you slow down it will catch up and then get up to about 40 again then it does it over and over. Is this the fuel pump? What is normal pressure?

I had a 2014 Ford fusion that was doing the same thing and it end up being the fuel pump.

The car is a few miles from me, and has been offered to me at less than 1/3rd value. I have to drive to it and diagnose and start putting parts onto it. It drives, but not over 40 before it sputters. Of course with the oversight of Dodge of not putting an access panel on the floorboard, it means pulling the tank. I will rent a fuel pressure tester and check that along with putting a new filter in.

You are probably going in the right direction as it appears the fuel pump is weak or the fuel filter is partially clogged and that in itself would cause the fuel pump to work over time and together both could cause this problem. Remember disconnect the positive connection at the battery when ever working with electrical.
