I had this happen with my '99 Lumina. It ended up draining my battery when I was on vacation for a week. So I unscrewed the part over the handle to get at it and unplugged the wiring because IT WILL drain your battery. I ended up having to replace the small lock part. Sorry I don't remember the cost; it was a couple years back. I'm now having the same problem with my drivers window button being jammed (luckily not up or down).
