car won't crank in cold weather.

I have a 1993 Lumina with a 3.1 engine. New battery, new tank heater and new antifreeze tests to -34 degrees. It won't crank or turn over outside in the cold even plugged in. When I push it into my heated garage it fires right off after it warms up. We are having a cold winter in South Dakota. Any suggestions?

Check all electrical connections to the battery and the starter. You are looking for any loose or corroded connections.
