car won't turn over on first try

My Sentra on a Cold morning or when the engine is
cooled down will not turn over on the first try and it
takes multiple attempts to turn over before it kicks
over, I've taken it to multiple places Midas, Kelly's,
Toyota, and Nissan dealership and no one has
found the issue. I have replaced the starter, intake
tube, air filter, cam sensor, and now I replaced the
crankshaft sensor. But it still has trouble starting
and I'm smelling very rich gasoline when it does
start so I'm thinking it's something where the car
isn't getting the right amount of mixture but please
help I have no idea what to do.

Before I replaced the crankshaft sensor it would try and start the original problem with my car was that the RPM would fluctuate when I would start it and it would take a couple try's to get to kick over once it's warm it works fine for the day but since I put a new sensor in there the car isn't even really turning over
