car wont turn over

so I was having problems with starting the car and had to try a few times before it turned over. Now it will not turn over at all.. so we though maybe fuel pump. tht is not the issue all fuses are good and someone told me the timing belt had jumped but I researched it and looks like it a chain. help.. there was oil in head cly.  any suggestions.. it make noise and want to start but wont turn over
