What does this chugging spudderin from when pushing on gas paddle

When I step on gas and get it up to 60 clicks
it starts to spudder  and chug and no
ecalaration of speed if I lift my foot from gas  
it stops spuddering and  goes back t o
normal  can't go past 120 clicks what's
wrong with this
