portable oxygen concentrator goes in to alarm when plugged into car . Other
car it doesn't do it . Phones seem to charge with no problem

Whoever supplies your oxygen equipment to you should be able to give you some guidance on this.

Maybe the voltage is wrong or the socket does not produce enough amps. Do as Munron says.
Does your car socket only turn on when the car is running? Older cars always had a hot lighter socket but some newer vehicles may only energize the socket when the ignition is on since it is no longer using it to ignite a cigarette.
