Hard to start when cold and will not run over 2500rpm without cutting out.

Hard to start when cold (ambient less than  50 degrees) and will not run over
2500rpm without cutting out. Also the cruise control does not work when cold.
Even when warmed up it malfunctions until it is turned off and restarted.
After warmed up and restarted, all functions work fine.

Tried it but no good. I do think it has to do with electrical because of the cruise control abominably. I also feel it may involve an electronic timing thing because I can feel the power range difference.

Check the big vacuum pump for leaks, or leaks in the vacuum system and smaller hoses. Also check the throttle body and its sensors. That is the most common cause.
