'93 Chevy Corsica won't start

I have a 1993 Chevrolet Corsica that I've been having a
problem with since I got it about a month and a half ago. It
was my moms car and she parked it after she got a new
car, although she did say it needed a fuel pump to the best
of her knowledge. That being said I have now replaced the
fuel pump, changed the fuel filter twice, changed all the
sensors and changed the plugs and wires. The only thing I
haven't done is change the coil packs, and blow out the
lines. Now I'm being told it could be a problem with the
ECU? When the car starts you have to basically hold it to
the floor to get power, but once you get going its fine until
you reach a certain speed then it bogs down a bit
But the weirdest thing is when you try to start it sometimes
it won't start, after I've already driven it to the store or work
for example. No matter what you do at this point it will NOT
start until IT decides to start. Yeah you heard that right, it's
like the damn thing is possessed! Plz help

Sounds like a bad fuel pressure regulator or leaking fuel injectors. The clue here is that you have to hold the accelerator pedal to the floor to get it to start. Doing that puts the ECM in clear flood mode. You might even have a bad purge valve for the EVAP system. If the purge valve is stuck or sticking open raw fuel can be pulled into the engine through the EVAP system lines when only fuel vapors are supposed to be going through there. Is the service engine soon light on? If so pull the trouble codes and see what that's telling us. Hope that helps! Jim
