The shift lever will not lock in the park position and I cannot turn the key all the way off

Do your brakelights work?...see there's an enabler circuit that does not want you to leave without your key...you've got to mash the brake pedal down, then shift to park...got to use the brake~ will check if there is more to it than this, but the brake pedal needs to be used....if the switch is out of adjustment will give you a hard time about shifting...removing your key...~
