What could be wrong?

I have a 1999 Chrysler Town and Country the I had an
old battery that I had jumped in it wanted to start and
then it didn't start again I put more gas in it thinking
that was it wouldn't start went and got a new battery
put the new battery and I have outside and inside
lights on but no radio and no dashboard and it doesn't
want to crank it doesn't make any noise when I put the
keys in nothing I have nothing what could it be do I
need to reset it is it the starter
