Why can't I get my rear vents to blow out heat?

When I set the rear to AC on it works great. However, I put it in the heater setting for front
and back. Well the front works great but the back doesn't. When I have the all the way
high I can hear the fan on but nothing comes out. Any ideas what it can be?

A blend door actuator for the rear vents is not working.

couldn be the heater hose was replace and to save mucho $ only the front hoses were replaced , the three way hoses for front and back are a bit pricey
