My surberan will not start?

I just picked up a 1993 Chevy Surberan, has power but will not crank over. I replaced the starter, the ignition switch and the lock cylinder. doesn't seems like there is any power getting to the starter...

I checked the wires, they seem good. I don't know where the relay is located at though
