I would check the fuse links at the starter Batt cable, they supply power to the PDC, if they are OK check for corosion at the PDC, power distribution center. it sound like 5 different circuits are involved. you should pull the PDC panel off the fender, you're going to have to open up some harness retainer clips to get enuf slack. it sounds like there is major corrosion on a buss bar...copper strap that supplys power to multiple circuits
The fuse for taillights has several other lights on it. I found a short in the tail light wiring under the tail light panel which holds the tail lights where the wires were pinched under a clamp. The wire was squished against ground making intermittent contact and blowing the fuse. You can easily remove the tail light panel from the trunk and see the wires. When the dash lights are not working on most cars it means the tail lights are also not working because they are on the same fuse. If the short is a complete short, you can wire a test lite in place of the fuse to monitor the short while you look for the cause. On the 95 Century the fuse block is on the passenger side of the dash visible when the passenger door is open.
