Why won't my low beam headlights work

I have a 1999 Buick Century Custom.  Headlight bulbs have been replaced.  Relays
appear to be in tact and high beams function.  Where do I look now?

If you are sure the relay,s are good,the i would think it is in your dimmer switch it self.

If your hi beams still work, then the multi function switch is the primary suspect.
