It is probably the headlight switch..... There are no fuses on the headlight.....if it was a bad ground neither the high or low would work.... I don't have a manual for your car...other possibilities... dimmer sw......relay

If your high beams work, and your low beams don't, your multifunction switch has gone bad. The switch is on the steering column, and has the turn signals, wipers, high beams and hazards. In short, there is a contact in the switch that breaks and won't let the low beams reference ground, and therefore won't work.
