My brakes are either really touchy or really loose, when they are loose and
you push them till they brake the pedal pushes back and you can’t brake and
then it pushes back again, what is this and how do you fix it.

The part about "pedal pushes back" sounds like the ABS system is acting up. Try unplugging the connector at the ABS unit....drive the car, use the brakes and see if the pedal pushing back goes away. If that problem goes away it will give you a clue where to start looking. You might want to start by flushing the brake fluid, this will also get rid of any air that might be in the system. Good chance your 1994 Buick has the original brake fluid and it is a good idea to change it every few years....especially if you live in a humid area.
I flushed all the fluid and got all air out, it still pushed back, and the pedal was really loose and didn’t brake well, but I will try unplugging the System, thank you
