Master window switch on a 2000 Lesabre Limited

My driver front window went down.  Now it will only come up about 2 inches and stops.  Fuses and relays are good.  Would this indicate a window switch (master-on driver side) or could it be the motor itself?  No noise is made once it stops coming up, it just stops.

Sorry about that! Buick's are noted for window Regulator troubles. Take off door panel and take a look. Order on line for saving. Willy

Pulled the regulator out, and lo and behold. A piece of the upper pulley had broken off and lodged in the cable causing it to kink. Once it kinked, it came off the bottom pulley not allowing it to raise up or go down.
