When I am at a light for a long time my 2000 Buick LeSabre
temp gets up to 216' ish is that normal? But it does down
when I'm driving

216° is getting pretty warm. Make sure the radiator fans are working.
I agree that 216° is a little too warm. A 195° t-stat and the engine probably wants to be at 200° or so. It is possible that you have some dirt or debris in front of the radiator and condenser or the radiator has some internal corrosion. In addition we have no way to determine the accuracy of the temperature readout. 216° likely won't hurt it though.
GM (and probably others) run the fans at 1/2 speed to keep the noise down. However as the temp creeps up, there is a preset (tempature) in the ECM that switches the fans to full speed. A GM Power train engineer told me they ran the 3800 for hours at 130 and the engine apprarantly loved it........the good news is you are watching your temp. As noted make certain the fans are working and the coolant is full.

Can speeds on the BUICKs run all the time when climate control is on auto ... high speed fan kicks in at 218
