Tail lights keep burning out

I try to do simple maintenance on my moms car.  Her rear turn signals keep burning out. The left side has water in it so I thought that was the problem so I bought a replacement housing but before I could get it replaced the right side has burnt out. Bulbs were changed just a few months ago. Could it be the harness and how hard is it to fix?
