Trying to figure out noise need help with car

I have recently got in my Buick LeSabre back it was stolen
it was I got a new battery it was starting right up I go in
about three times not too far of a distance about 10 miles
I shut it off at a gas station and it would not start I had to
have it towed everything comes on when I try to start it
but it is making a squealing sound like I've never heard
every time I go to try and turn it over I had the starter
taken out and took it to O'Reilly's to have it tested they said
the starter was fine but that doesn't mean it wasn't going
bad it might not work when I take it home could you please
tell me where to begin to look for the issue here some say
ignition some say flywheel some say relay please help oh
and a fuse they say

You can only get a great recommendation from an auto parts store if it is from somebody with a lot of experience. Wait to talk to the guy in there that looks like he has worked on cars for 20 years.
