I would just like to know if a Dunlop GT Qualifer P235/70R15 will be an appropriate tire for a 1996 Buick Park Avenue Ultra

1996 Ultra uses 225/60R16 as stock tires. If you want, you can put 235/60R16 - it will not do any harm and look better. The size that you wrote will look horrible on the car.

The tire you want to put on is 1.6 inches taller overall than stock. The side wall will be significantly taller allowing for decreased handling. The tire will be approximately 3/8" wider which may help the handling head back in the right direction a little but the increased friction will hurt your fuel efficiency. Stick with stock. You can't go wrong.
