Car won't stop running

I turn off 1998 Par Ave. it won't stop running, turn key and
remove, it won't stop running. Removed fuel pump fuse
then disconnected negative battery cable, engine stopped.
While reconnecting negative battery cable, engine wants to
start up. It does have a remote starter.

It sounds as if your ignition switch is not working, I would use this as your starting point !!!!!

Sounds like starter is staying in caged try tapping on on starter with a hammer may disengage starter drive from motor or just remove starter if easy to get to.
