If it not going in gear it's the transmission but if it not going in 4 wdr it is the actuator in your transfer case front axle outside or in the rear of front or back axle. If your transmission not changing gearyou have bad transmission.

If it is a used transmission and the fluid was changed to make it look clean there could be still something wrong with the Transmission. By changing the fluid you take the only dirt out of the Valve body that was keeping the valves sealed so the pressure isn't good enough to keep it compressing the clutches. If fluid is squeezing past the valves and not building pressure than the clutches will burn. I have changed the fluid in a used 4L60 and added STP engine oil treatment to thicken up the fluid and increase the pressures in the valve body and other parts of the warren out parts of the transmission. I have been driving that truck for 9 years and am still driving it and it is a heavy 92 Suburban. There is rebuild kits and mods that can be done to help with the pressures but they have to be done before the clutches are burnt out, if not then rebuilding is the next step. I always try the STP first because for 6 bucks its a cheap fix and if it doesn't work the tranny would be a rebuild anyways weather you try it or not.
